Louchavan Lemard, Co-Founder and Director of PH247, was elected to the Board of Trustees of the Chartered Institute of Plumbing and Heating Engineering in August 2026.

The CIPHE is the professional body for plumbing and heating engineers in the UK. It was founded in 1906 and received its royal charter in 2008. Its board of trustees is responsible for the institute’s governance and, with the senior management team, sets its strategic direction.

From apprentice to the board

Louchavan came into the trade as an apprentice and won Apprentice of the Year at both Level 2 and Level 3. He is an EngTech FCIPHE RP registered professional. He became a Master Plumber in 2025 and was named National Plumber of the Year 2026 at The Plumber Awards, having first won the Central London region. He co-chairs the City and Guilds Building Services Engineering Industry Board and is a Liveryman of the Worshipful Company of Plumbers.

A trusteeship works differently from an award. It carries legal duties to a registered charity and a vote on what the institute does next.

What it means for our customers

Standards do not arrive fully formed. Competence requirements, water regulations and heating standards get drafted and argued over inside bodies like the CIPHE long before they reach the people holding the tools. Louchavan is now closer to those conversations than most working engineers get.

He has been a CIPHE registered professional throughout PH247’s work. He now helps govern the body that sets the standard he works to.

For our customers in London, the practical effect is the same as it has always been. The person running our technical side is accountable to a professional code, not only to the company. That has not changed. What has changed is that he now has a say in what that code becomes.
